Willoughby Shortland

Willoughby Shortland was New Zealand's first Colonial Secretary, having taken up the post when he arrived in New Zealand with Lieutenant-Governor William Hobson on 29 January 1840. When Hobson had a stroke and was incapacitated in 1841 Shortland was acting Governor until Hobson recovered. Shortland, Willoughby
