Florida state law chapter 3656, approved February 16, 1885, incorporated the Wildwood, Lady Lake, Withlacoochee and Gulf Railway Company, owned by J. W. Fleming of Floral City, Florida, S. A. Curry of Withlacoochee, Florida, Robert Bullock of Ocala, Florida, S. W. Teague of Lady Lake, Florida, and J. E. Barwick and T. C. Carter of Wildwood, Florida, The railroad was promised land grants along its line.
