Victor D'hondt

Victor dHondt (November 20, 1841 - May 30, 1901) was a Belgian lawyer, professor of civil law at Ghent University and a mathematician. He devised a seat allocation method, the d'Hondt method, and first described it in 1878. It is still used in countries like Austria, Belgium, Finland and Switzerland.
