Lima, Ohio
and she graduated from
Dennison University
. Kelly worked as a patient advocate and an educator. When Congressman
Hamilton Fish, Jr.
decided not to seek re-election in
1994
, Kelly decided to run for Congress as a
Republican
. Kelly defeated Fish's son to win the seat in the
United States House of Representatives
. Kelly has a middle of the road voting record, although she did criticize
Hillary Rodham Clinton
as a "
carpetbagger
