Public Service Staff Relations Board

The Public Services Staff Relations Board (French: Commission des relations de travail dans la fonction publique) is an independent, quasi-judicial statutory tribunal responsible for administering the collective bargaining and grievance adjudication systems in the Canadian federal public service and Parliament. The Board also provides mediation and conciliation services to help parties resolve differences without resorting to a formal hearing. The Board administers the follows statutes:
  • Public Service Staff Relations Act
  • Parliamentary Employment and Staff Relations Act
  • Certain provisions of Part II of the Canada Labour Code
  • Yukon Education Staff Relations Act
  • Yukon Public Service Staff Relations Act
Presently the Board reports to Parliament through the Minister of Canadian Heritage. A new Public Service Labour Relations Act was passed by Parliament in 2003 (S.C. 2003, c.22) but has not yet been proclaimed in force by the Governor-in-Council as of February 2005.
