    Provinces are governed from a local center, mostly the largest local city. Provincial authority is headed by a governor (استاندار: ostāndār), who is installed by the Minister of Interior subject to approval of the cabinet. Until 2004 there were 28 provinces. A law passed that year split the province of Khorasan into three new provinces: North Khorasan, Razavi Khorasan, and South Khorasan.
