Primary legislation
is
legislation
made by the
legislative branch
of
government
. This contrasts with
secondary legislation
, made by the
executive branch
, usually within boundaries laid down by the legislature. In the
UK
, primary legislation is known as an
Act of Parliament
, and in the
US
, it is (at federal level) an
Act of Congress
. In
European Union
law, the founding treaties are the main primary legislation.
