Members Of The Scottish Parliament, 1999-2003The Scottish Parliament is composed of 129 Members (referred to as MSPs). 73 are elected from winner take all constituencies. 56 are elected in regions elected through the Additional Member System, a form of proportional representation. The regions used for AMS are: Highlands and Islands; North East Scotland; Mid Scotland and Fife; West of Scotland; Glasgow; Central Scotland; South of Scotland; and Lothians. These regions were the same as were used for elections to the European Parliament before 1999. Each region elects 7 PR MSPs. The first election to the Parliament produced a plurality of Labour MSPs, but not enough for them to command an overall majority. Replacement MSPs - John Scott was elected at the Ayr by-election, 2000 (held March 16, 2000) to replace Ian Welsh as MSP for Ayr. Welsh resigned from the Parliament on December 21, 1999 citing his reasons as being a desire to spend more time with his family.
- Bill Butler was elected at the Glasgow Anniesland by-election, 2000 (held November 23, 2000) to replace Donald Dewar as MSP for Glasgow Anniesland. Dewar died suddenly necessitating the by-election.
- Brian Fitzpatrick was elected at the Strathkelvin and Bearsden by-election, 2001 (held June 7, 2001, the same day as the UK wide general election) to replace Sam Galbraith as MSP for Strathkelvin and Bearsden. Galbraith's health (he had a lung transplant many years previously) was the reasons given for his resignation from Parliament.
- Stewart Stevenson was elected at the Banff and Buchan by-election, 2001 (held the same day as the Strathkelvin and Bearsden by-election) to replace Alex Salmond. Salmond chose to instead stand for Westminster in the Banff and Buchan constituency which he did successfully the same day as the by-election.
- Murdo Fraser replaced Nicholas Johnston as a MSP for Mid Scotland and Fife. Johnston resigned from the Parliament on August 10, 2001 due to ill health and Fraser was the next person on the Conservative's "Additional Members" list in 1999.
