Medicare Dual Eligible

Medicare Dual eligibles are those Medicare part A and B recipients who also qualify for Medicare Savings Programs (MSP) or full Medicaid benefits. With the advent of the Medicare Modernization Act of 2003, these dual eligibles may be enrolled into a "special needs plan" Medicare Advantage HMO. The first special needs plan was designed and created by Rick Bowles for PacifiCare's Secure Horizons HMO in 2004. Mr. Bowles has also created special needs plans for WellCare of Florida and New York.
