Service for the line was changed so that it went to Euclid Avenue in Brooklyn as the Fulton Street Local — the first time it had gone to the borough since 1976. Service was restored after the World Trade Center terminus was reopened a few months after the attacks. The E train used to follow the F train to 179 St-Hillside Avenue in Queens, but in 1988, the new Archer Avenue Subway opened and two tracks known as the "Van Wyck Stub" (so called because they are under Van Wyck Boulevard — now the Van Wyck Expressway), which were constantly in subway extension plans dating back to 1929, were connected to the upper level of this two level, four track subway. The lower level is used for J/Z service.
