Liberal Democrats
since winning the

by-election caused by the death of
Judith Chaplin
. He is the Liberal Democrats spokesperson on Higher and Further Education. He won the by-election with a massive majority of 22,055, which may have been caused by
tactical voting
of
Labour
voters frustrated that
Conservatives
had won the
1992 general election
. He was member of the
University of Oxford
