. Colgan ran against
Prince William County, Virginia

Dave Mabie
in
2003
. Colgan had wanted to retire, but was persuaded by Governor
Mark Warner
to run again, in order to keep the seat in
Democratic
control. The Democrats poured a great deal of money into the race, and Colgan won re-election with 55% of the vote. He announced that he would not be running for Senator again, however.
