Central OrganizationA central organization is the main body of a group of organizations. According to the IRS Publication 557 (Rev. July 2001), Tax-Exempt Status for Your Organization Chapter 1 Page 6, a central organization is an organization that has one or more subordinate organizations under it's general supervision or control. What does that mean? Well to make it easy to understsand, we will use the Americam Red Cross as an example. You have the original American Red Cross chapter, which is considered the central organization and then you have your local chapters which are the subordinate organiztions, since they are independent, in that they are run on their own, but they also fall under the control of the main chapter as how they do things. So, if you where to start a new charity today and someone wanted to open a chapter in their town, your chapter would be the central organization and the new chapter would be your subordinate.
