Florida state law chapter 3651, approved February 10, 1885, incorporated the Apalachicola and Alabama Railroad Company, owned by Jason F. McClellan, J. N. Coombs, H. L. Grady, John H. McClellan, W. T. Orman, M. T. Alexander, J. G. Ruge, Joseph A. Atkins, J. E. Grady, Jacinto V. Peirara, G. H. Ruge, J. N. Richards, Frank Philips, W. H. Milton and Jason B. Stone, The railroad was promised land grants along its line if it began construction within two years; no land grants would be given for sections completed after five years.
