A World Transformed is a book by George H. W. Bush in which he explains why he didn't have the US conquer Iraq at the end of the earlier Gulf war:
"Extending the ground war into an occupation of Iraq . . . would have incurred incalculable human and political costs. . . . We would have been forced to occupy Baghdad . . . and rule Iraq. . . .
