The phonological hierarchy (from smaller to larger units) is as follows:
  1. Feature
  2. Segment (phoneme)
  3. Mora (μ) ("half-syllable")
  4. Syllable (σ)
  5. Foot (F)
  6. P-word (ω) (prosodic or phonological word)
  7. Clitic group
  8. Phonological phrase (P-phrase)
  9. Intonational phrase (I-phrase)
  10. Utterance
From 3. Mora downwards this is also the prosodic hierarchy.
