Hare Quota

The Hare quota is a formula used to calculate the minimum number, or quota, of votes required to capture a seat in some forms of single transferable vote or largest remainder method party-list proportional representation voting systems. It is named after Thomas Hare. It is
\frac{\mbox{total} \; \mbox{votes}}{\mbox{total} \; \mbox{seats}}.
Typically its effect is kinder to smaller parties than using the Droop quota or Imperiali quota. It produces larger numerical quotas, which has the effect of increasing the number of candidates elected without receiving a full quota.
