The use of the domain amongst Puerto Rican entities is low because many webmasters prefer to attach the letters "pr" to their website's name, rather than using the .pr domain. For example, the website for the Liberty Cablevision division of Puerto Rico is libertypr.com rather than liberty.pr or liberty.com.pr. This could be attributed to the difference in the prices that the .pr administrators charge for a .pr domain: in average, registering a .com domain costs $10 USD while a .pr domain costs $100. The .pr domain and sub-domains are administered by the Gauss Laboratory of the University of Puerto Rico.
